Cross-organization snapshot deletion via view key

Authorization bypass in Grafana allows remote authenticated users to delete snapshots owned by other organizations through the HTTP API. The DELETE /api/snapshots/{key} handler treats a low-privilege user from a different organization as authorized when the request supplies a snapshot view key. Exploitation requires authentication and knowledge or guessing of the key; it deletes the snapshot but does not disclose its contents or interrupt the service.
