Service disruption via spoofed NTP traffic loops

Uncontrolled resource consumption in Honeywell Niagara Framework before AX 3.8.1 and 4.1 allows remote attackers to disrupt services. The NTP implementation responds to spoofed UDP packets with error messages that elicit reciprocal replies from another vulnerable server, creating a traffic loop. Network reachability and source-address spoofing are required; sustained loops can make the service unstable or unusable and can congest other network services.
