Storage service degradation via unauthorized pool creation

Improper authorization in SoftIron HyperCloud 2.3.0 through 2.4.3 allows remote authenticated users to create data pools through the sifi API. The sifi REST API accepts a pool-creation request from a non-admin account without enforcing the administrative authorization required for that operation. A valid non-admin account is required; repeated pool creation can consume backend storage resources and degrade performance or interrupt service.
