Authenticated file disclosure via download path traversal

Path traversal in Badger Meter moni::tool 4.6.3 and earlier allows remote authenticated users to read arbitrary device files. The download-file functionality fails to confine an attacker-controlled path to its restricted directory and returns the referenced file. Access to an authenticated web session is required; successful exploitation discloses files readable by the service without altering data or interrupting station control.
