Owner token disclosure via unchecked rotation authorization

Privilege escalation in GitLab 16.8 through 16.8.3 and 16.9 through 16.9.1 allows remote authenticated users to obtain owner access tokens. The group access-token rotation endpoint authorizes the manage_group_access_tokens permission but returns a newly rotated token without limiting its role to the caller's Guest-level access. Exploitation requires that custom permission and an existing higher-privileged group token, after which the returned owner token grants control over group resources.
