Administrator command execution via unsafe URI.open call

OS command injection in Loomio 2.22.0 allows remote authenticated users to execute arbitrary commands through group import. GroupExportService.import passes an administrator-supplied import location to URI.open, which treats a pipe-prefixed string as a shell command. An administrator must submit the crafted location, and successful exploitation runs commands in the server process context.
