Contributor-level stored XSS via unescaped shortcode attributes

Stored XSS in the notice-board shortcode in Notice Board by Towkir 3.1 and earlier allows remote authenticated users to inject scripts. The shortcode handler accepts user-supplied attributes without sufficient sanitization and emits them into page output without context-appropriate escaping. Contributor-level access is sufficient; the injected script runs in each visitor's browser when the affected page is opened, allowing page-content manipulation and access to data available to that browser session.
