Authorization bypass in GitLab CE/EE allows remote authenticated users to access internal projects through project-token rotation. The project access-token rotation endpoint preserves the internal bot-user status of a token created by an internal user when an external project maintainer rotates it. An external project maintainer can then use the rotated token and its scopes to list or clone internal repositories and modify internal projects.
