Authenticated denial of service via unbounded PAT scopes

Denial of service in affected GitLab CE/EE releases allows remote authenticated users to exhaust server memory through PAT scopes. The personal access token settings controller splits the user-controlled scopes parameter and calls to_sym on every resulting value without a bound or allowlist. A valid session and CSRF token are required; repeated large requests can exhaust memory and stop the GitLab instance.
