Authenticated SSRF via capability-free nonce exposure

Missing authorization in BoldGrid W3 Total Cache 2.8.1 and earlier allows remote authenticated users to trigger server-side requests. The is_w3tc_admin_page function treats plugin administration requests as eligible without checking user capabilities, exposing a nonce that authorizes privileged actions. Subscriber-level access is sufficient to send requests from the WordPress server, read returned internal-service or cloud-instance metadata, and consume service-plan limits.
