Confidential issue deletion via Planner-role invitation

Incorrect privilege assignment in GitLab CE/EE allows remote authenticated users to delete issues, including confidential issues. The group policy grants Planner accounts destroy_issue and read_confidential_issues, while a custom Reporter role with admin_group_member can invite an attacker-controlled Planner. Exploitation requires Enterprise features and a Reporter-derived custom role with Admin Group Member permission; the invited Planner performs the deletions.
