Unauthenticated administrator-account creation via REST identity bypass

Improper authentication in PayU India PayU CommercePro Plugin 3.8.3 and earlier allows remote attackers to create administrator accounts. The generate-user-token and get-shipping-cost REST endpoints accept unauthenticated requests and set a supplied user ID plus WordPress authentication cookies without first establishing the caller's identity. No account or user interaction is required, and successful exploitation grants full administrative control of the WordPress site.
