Continued unauthorized access via stale cluster permissions

Authorization failure in Mattermost 9.7.0 through 9.7.5, 9.8.0 through 9.8.2, and 9.9.0 through 9.9.2 allows attackers to retain revoked permissions. The cluster permission-scheme update path fails to propagate a changed scheme to every node, leaving prior authorization data in effect. Exploitation requires an authenticated account, an HA deployment, and a scheme change; a stale node continues to authorize actions removed from that account.
