Permission retention via flawed user migration

Incorrect permission assignment in Devolutions Server 2024.3.8.0 and earlier allows remote authenticated users to retain prior permissions. The user migration feature carries an existing permission set into the migrated account instead of assigning only the intended target permissions. Exploitation requires a low-privileged network account and a migration operation, after which retained rights permit access beyond the account's intended role.
