Service interruption via quadratic DER sequence traversal

Inefficient DER decoding in GNU Libtasn1 before 4.20.0 allows remote attackers to interrupt services with a crafted certificate. Sequence elements are stored as a linked list, and decoding repeatedly searches backward for each parent node, producing quadratic processing time. Reachability requires an application that uses Libtasn1 to parse an attacker-supplied certificate with numerous alternative-name or name-constraint entries.
