Elevation of privilege in the VPN component of Android kernel allows local users to add apps that bypass a device VPN. The VPN component accepts an app-bypass addition under an undeclared permission, but Google has not published the affected code path or permission check. A locally installed app with low privileges can bypass VPN routing without user interaction, exposing that app's traffic outside the configured tunnel.
