Unauthorized hotplug triggering via world-writable FIFO

Incorrect permissions in Canonical cloud-init 21.3 through 25.1.2 allow local users to trigger hotplug-hook commands through a FIFO. The cloud-init-hotplugd.socket unit assigns SocketMode 0666 to /run/cloud-init/hook-hotplug-cmd, allowing any local process to write commands intended for a root-only udev trigger. Exploitation requires local execution on a Linux host with the hotplug socket enabled and is limited to the query, handle, and enable actions accepted by the hook.
