Local privilege escalation via inherited RabbitMQ directory permissions

Incorrect default permissions in NI SystemLink Server 2023 Q3 and earlier allow local users to read RabbitMQ configuration data. Shared Skyline and RabbitMQ directories inherit access for Users and Authenticated Users, exposing service files that should be restricted. FlexLogger 2022 Q3 and earlier is also affected when it installs the shared service; exploitation requires a local authenticated account.
