Service interruption via recursive modular-tree validation

Stack exhaustion in affected libjxl builds allows attackers to interrupt a decoding process with a crafted JPEG XL file. ValidateTree in dec_ma.cc recursively traverses attacker-controlled modular trees without enforcing a height limit, consuming one stack frame per tree level. A consuming application must decode the crafted file; exhaustion can consume hundreds of megabytes of stack and terminate the decoding process.
