RPC failures via incorrect zero-copy buffer offset

Incorrect calculation in gRPC C++ 1.60.0 through 1.66.1 allows remote attackers to cause RPC failures on zero-copy servers. TcpZerocopySendRecord::PopulateIovs sets each iov_base to the start of a slice instead of adding the saved byte offset when a send resumes. The flaw requires transmit zero copy to be enabled with GRPC_ARG_TCP_TX_ZEROCOPY_ENABLED; corrupted bytes can interrupt affected RPCs without exposing or changing application data.
