Improper authentication in CyberPower PowerPanel Business 4.11.0 and earlier allows remote attackers to restart ppbd.exe over TCP. The Service Watchdog on TCP port 2003 accepts an unauthenticated JSON request whose nested needRestart flag invokes a management-process restart. Network reachability to the watchdog is sufficient, and repeated requests keep the power-management process unavailable.
