Unauthenticated settings disclosure via unchecked export function

Missing authorization in Build & Control Block Patterns 1.3.5.4 and earlier allows remote attackers to export plugin settings. The settings_export() function returns the plugin configuration without checking whether the request has an authenticated user with the required capability. Any network client that can reach the WordPress site can retrieve the stored plugin settings, but no ability to modify settings or execute code is reported.
