Unauthenticated staff privilege grants via unchecked make_staff

Missing authorization in Arraytics Timetics 1.0.21 and earlier allows remote attackers to grant users staff permissions. The make_staff() function performs the staff-permission assignment without checking whether the caller has an authorized WordPress capability. No authentication or user interaction is required, and successful requests can modify scheduling privileges for users.
