Guest disclosure via unauthorized policy project assignment

Authorization bypass in GitLab EE 16.2 through 17.7.5, 17.8 through 17.8.3, and 17.9.0 allows Guest users to read security policy YAML. The securityPolicyProjectAssign GraphQL mutation does not enforce read access to the user-selected securityPolicyProjectId before assigning it to another project. A Guest in the private policy project can link it to a project under the Guest's control and then view policy contents, including sensitive variables.
