Incorrect UTF-8 length via integer wraparound

Integer overflow in GetStringUTFLength in Eclipse OpenJ9 0.8.0 through 0.47.0 allows remote attackers to obtain an incorrect UTF-8 length. The JNI implementation evaluates a modified UTF-8 string length without constraining the result to INT32_MAX, allowing an oversized value to wrap in the function's 32-bit return value. Reachability requires a consuming application to pass an extremely large attacker-controlled Java string through this JNI path; the bounded consequence is an incorrect length supplied to native code.
