Stored XSS in Esri ArcGIS Server 11.3 and earlier allows remote authenticated users to execute script via a crafted link in a victim's browser. The Administrator Directory stores publisher-supplied link content and later renders it without neutralizing executable script, although Esri has not disclosed the accepting field or rendering path. Publisher capabilities and a victim click are required; exploitation can read or alter data available to the victim's browser context without interrupting the service.
