Authorization bypass in GitHub Enterprise Server 3.13.0 through 3.13.1 allows remote authenticated users to read secret scanning alert data. The secret scanning REST API endpoint fails to verify that the requesting account has the business-owner role before returning alerts. Exploitation requires organization membership, a PAT with repo or security_events scope, and secret scanning enabled on user-owned repositories; exposure is limited to confidential alert data.
