Subscriber-level avatar cache deletion via missing authorization

Missing authorization in 10up Simple Local Avatars 2.7.11 and earlier allows remote authenticated users to clear user avatar caches. The sla_clear_user_cache function processes a cache-clearing request without verifying that the caller may manage the targeted user's avatar. Subscriber-level access is sufficient, and the bounded consequence is deletion of generated avatar cache data rather than account takeover or code execution.
