Admin-session script execution via unescaped notice URLs

Reflected XSS in Contact Form 7 – PayPal & Stripe Add-on 2.3.1 and earlier allows remote attackers to execute scripts via a crafted URL. The dashboard review notice passes the current URL through add_query_arg() and remove_query_arg() and prints it into link href attributes without URL escaping. The notice must be present and an administrator must follow the crafted link, after which injected script runs in that administrator's WordPress session.
