Browser script execution via unescaped URL reconstruction

Reflected XSS in Bulletin 3.11.7 and earlier allows remote attackers to inject arbitrary web scripts through crafted URLs. The bulletins table code calls add_query_arg() and remove_query_arg() to rebuild action URLs, then emits untrusted query values without appropriate URL escaping. Execution requires a user to follow an attacker-controlled link, after which the script runs in the affected site's browser origin.
