Subscriber-level deactivation reason submission via missing authorization

Missing authorization in the Eleblog plugin 1.8 and earlier allows remote authenticated users to submit a deactivation reason. The goodbye_form_callback() function processes the submitted reason without checking whether the requester has an authorized WordPress capability. Subscriber-level access is sufficient, and the documented effect is limited to recording a deactivation reason rather than changing plugin settings.
