SSRF via colon-confused shorthand URL parsing

SSRF in GNU Wget before 1.25.0 allows remote attackers to redirect shorthand-URL requests to arbitrary hosts via crafted credentials. The rewrite_shorthand_url function treats the first colon in an incomplete URL as FTP shorthand syntax, so a colon inside userinfo becomes the host separator. Exploitation requires an application to build a shorthand HTTP URL from attacker-controlled credentials; the resulting request can reach an attacker-selected or restricted host.
