Script execution via unescaped add_query_arg URL

Reflected XSS in Seb Emendo Co-marquage service-public.fr 0.5.76 and earlier allows remote attackers to execute scripts via crafted URLs. The admin notice renderer emits a URL produced by add_query_arg without applying the required URL escaping. No authentication is required to craft the link, but a user must follow it for the injected script to run in that user's browser.
