Authenticated CPU exhaustion via crafted Terraform file

Resource exhaustion in GitLab 12.10 through 17.8.5, 17.9.0 through 17.9.2, and 17.10.0 allows remote authenticated users to consume CPU. GitLab's merge-request Terraform-file viewer processes attacker-controlled content without an effective CPU bound, causing uncontrolled consumption. Project access sufficient to create the merge request is required, and repeated viewing degrades GitLab availability without reported data exposure or modification.
