Private merge request disclosure via dependency APIs

Information disclosure in GitLab EE allows remote attackers to read private merge request details through unauthenticated API requests. The merge request dependency list and get endpoints serialize blocking_merge_request details without checking whether the current user can read the private merge request. Exposure requires a public merge request that depends on one in a private project, and the consequence is limited to disclosed merge request information.
