Unauthenticated code execution via malicious pickle PUT

Insecure deserialization in Linux Foundation Horovod 0.28.1 and earlier allows remote attackers to execute arbitrary code via HTTP PUT requests. ElasticRendezvousHandler._put_value passes the PUT body to codec.loads_base64, which reaches cloudpickle.loads without validating the serialized object. Any host that can reach an elastic-mode rendezvous HTTP server can trigger execution in the server process without authentication or user interaction.
