Confidential incident-title disclosure via wiki history diffs

Incorrect authorization in GitLab EE allows remote authenticated users to read confidential incident titles through wiki history diffs. The history-diff renderer resolves the title of a linked confidential incident without applying the authorization check used by the normal wiki view. Guest-level group membership and a wiki revision containing the incident link are required; exposure is limited to the confidential title.
