HTTP access-control bypass in affected HashiCorp Consul and Consul Enterprise releases allows remote attackers to evade L7 header rules. Consul fails to normalize repeated header fields and header-name case before matching requests against configured HTTP header permissions. Exploitation requires application-aware L7 intentions with header match rules and permits traffic those rules were configured to deny.
