Authorization bypass via unnormalized HTTP paths

Authorization bypass in HashiCorp Consul and Consul Enterprise allows remote authenticated users to access HTTP paths denied by L7 intentions. L7 intentions compare an unnormalized request path, so URL encoding or repeated slashes can evade configured path matches. Attackers must already reach a service-mesh HTTP listener; successful bypass grants access to endpoints that the destination intention denies.
