Local privilege escalation via legacy installer command execution

Privilege escalation in Progress Telerik Reporting 17.2.23.1114 and earlier allows local users to execute commands with elevated privileges. After an MSI-based installation, the legacy Windows installer accepts manipulation that causes command execution above the current account's privilege level. The attacker needs prior account access and a prior legacy-installer deployment; NuGet, manual, and loose-DLL installations are unaffected.
