Unauthenticated user creation via exposed GWT action

Authentication bypass in oVirt Engine before 4.5.6 and Red Hat Virtualization Manager 4.4 allows remote attackers to create users. The GenericApiGWTService runAction endpoint accepts CreateUserSession parameters because the command authorization hook returns true outside the login flow. Network access to the web administration service is sufficient; newly created users receive no groups or rights, so their sessions fail without a preexisting privileged identity.
