Improper input validation in kube-controller-manager before 1.27 allows remote authenticated users to interrupt control-plane service. A v1 HPA patch can set the behavior ScaleUp value to null without applying defaults, after which HorizontalController.stabilizeRecommendationWithBehaviors dereferences the nil pointer. Permission to modify an HPA is required; reconciliation then panics repeatedly and makes kube-controller-manager intermittently unhealthy.
