Sensitive API data disclosure via unchecked center ID

Authorization bypass in IDM Sistemas de Comunicación Q·sige 2.0 allows remote attackers to read sensitive API data via a center ID. The locator module accepts a sequential center identifier in /qsige.locator/quotePrevious/centers/X and returns API data without authorizing that key. INCIBE's CNA vector requires no privileges but requires user interaction, while NVD assesses no interaction; the consequence is read-only disclosure.
