Local command execution via unsanitized download URL

Code injection in PaddlePaddle before 2.6.0 allows local users to execute arbitrary operating-system commands through a crafted URL. The _wget_download function interpolates its url argument into a wget command string and passes it to subprocess.Popen with shell=True without neutralizing shell metacharacters. Exploitation requires an untrusted value to reach this local library function; successful injection runs commands with the privileges of the hosting Python process.
