Local denial of service via blkcg reference cycle

Resource leak in Linux kernel before 6.4-rc7 and affected RHEL kernels allows local users to exhaust memory through cgroup teardown. Pending per-CPU block-cgroup statistics retain blkg references, which retain blkcg references, while the flush waits for the blkcg count to reach zero. Local low-privileged access is required; repeated destruction of affected block-controller cgroups can cause an out-of-memory condition and system instability.
