CODEOWNERS approval bypass via conflict resolution

Authorization bypass in GitLab 15.1 through 16.7.5, 16.8 through 16.8.2, and 16.9.0 allows remote authenticated users to bypass CODEOWNERS approval. Conflict resolution accepts an attacker-controlled merge result without invalidating the existing approval when protected files change. Developer access, required Code Owner approval, and a crafted merge conflict are required; exploitation can place unreviewed code on a protected branch and expose protected CI/CD variables.
