Service interruption via unbounded encoded ID decoding

Uncontrolled resource consumption in encoded_id-rails before 1.0.0.beta2 allows remote attackers to interrupt Rails applications. The ID decoder passes an extremely long route or query ID to hashids, consuming heavy CPU time and allocating more than 200 MB of intermediate objects. No authentication or user interaction is required, although web-server URI limits can reject requests before decoding.
