Application crash via recursive OER sequence dissection

Denial of service in Wireshark 4.2.0, 4.0.0 through 4.0.11, and 3.6.0 through 3.6.19 allows attackers to crash it via crafted packets. The dissect_oer_sequence function recursively processes a malformed ASN.1 OER sequence until the call stack is exhausted. Exploitation requires packet injection into analyzed traffic or a user opening a crafted capture file, and the documented consequence is an application crash.
