Crash via unchecked QPACK stream bounds

Out-of-bounds read in Wireshark 4.2.0 allows attackers to crash the HTTP/3 dissector via malformed packets or capture files. The QPACK encoder-stream dissector advances beyond the available buffer before read_qpack_prefixed_integer checks the end pointer. Reachability requires live capture of an attacker-injected packet or user interaction with a crafted trace file, and the bounded consequence is process termination.
