Unrestricted file upload in Nia RRJ Nueva Ecija Engineer Online Portal 1.0 allows remote authenticated users to upload dangerous files. The Add Downloadable handler in downloadable.php accepts attacker-controlled files without restricting dangerous file types. Low-privileged authentication is required, and the published record establishes file placement but not subsequent server-side execution.
